Because he'll always be the first champion in people's heads. And the fact that he's been right next to you through the whole game and not just one person who randomly shows up to give you stuff makes him a lot more memorable.

It's Kukui, and he isn't even the champion. As for who's best, it's a tie between Steven and Cynthia. The amount of interaction you have with them is perfect. Lance is a close runner-up, I like how he basically just moved up to occupy the space left by Red in Gen 1. Blue functions better as a rival, Alder and Iris are boring, and Diantha does absolutely nothing.
