I think in order for something to be considered a shillmon it needs to follow these prerequisites:
1. Needs to be manufactured by GF to be a god in competitive, which means its stats, movepool and HA all have great synergy with one another and can fit onto almost any team. Bonus points if they turn out to be fantastic for a regular in-game playthrough or are great in competitive even before their hidden ability got released.
2. The anime clearly favors one above the others. Will also typically go to Ash near the series end and is capable of pulling off some crazy bullshit otherwise impossible in the games.
3. Similar to point one, has to be manufactured by GF to also be popular. Which means merchandise everywhere and preferential treatment all around.
4. Has objectively better stats when compared to others pokemon in its category. For example, Decidueye's stats may look like its good at anything but in practice it turns out to be incompetent at everything. One look at Incineroar's stats, movepool and HA and its clear what role its meant to fill, and it turns out that role is indispensable in competitive.
