Seriously though: why did anyone expect another Pokemon rep given there are only going to be like 5-6 non-echo new characters this time around and they already brought back Pichu, Squirtle and Ivysaur?
There's clearly more than enough Pokemon in Smash. What would Decidueye or Incineroar bring to the table that's not already there? Aerial archery, like Pit? Wrestling/martial arts-inspired moves, like Little Mac, Ryu and now K. Rool?
