The recent Venusaur shit show got me thinking, do you think of Mudkip as more of an amphibian (namely an axolotl except it's not fully aquatic) or a fish (mostly a mudskipper but also possibly a lungfish)?

Arguments for amphibian:
>head shape
>salamander gills
>proper legs

Arguments for fish:
>fin and tail seem closer to a fish than any larval or fully aquatic salamander
>called the "Mud Fish Pokemon" (Swamp Fish Pokemon in Japanese); however Wooper and Quagsire are called the Water Fish Pokemon despite unambiguously being based on salamanders
