An NPC in Unova mentioned Lt. Surge and says he is probably Unovan, a nod to the fact that Unova is PokéMurica.
Fact is, Game Freak has long since stopped pretending the Pokémon world is set in IRL countries. They're inspired, fantasy versions of real world locations, but absolutely not the same, so Surge having his title updated is fine.
Personally would have liked if they mentioned Unova, but this is fine.
