I'd make it a mixed attacker: Increase speed to
130, attack and special attack increased to 130, give it the fighting type,Close combat, and the ability to learn surf naturally.
Ability would be simple.
Most popular set would be:

since Pikachu has more or less abandoned Volt Tackle, why not make it Raichu's attack of choice?
