It's effectively only has one resist because Electric and Rock suck so badly, they "balance" it by only giving the bulk of good flying types (like Landorus, Thundurus, Gyarados, Salamence, Dragonite) access to bad flying moves (Bounce, Fly, Sky Attack, Aerial Ace, Hidden Power Flying).
No abilities provide a disincentive to use it and nothing is immune to it (unlike Water, Dark and Dragon which are similarly spammable)
