The worst part is that the other villains were way better written than Giovanni. We could entirely believe their motive since they are all unchanged. Giovanni's is fucking radically different, I loved this episode but I must say you are absolutely correct with them jumping the shark with Giovanni.

To be fair using Nihilego is a pretty down to earth way of taking over the world by Pokemon standards. It's living meth not a dragon god of the spacetime continuum or anything. Having the other villains hang out with him was stupid, though. They should've been scattered throughout Alola as a side-effect of all the wormhole shenanigans.

Dude, Giovanni launched a simultaneous invasion of several key areas in the Kanto region, with the biggest one shutting down the capital and attempting to acquire a Master Ball, most likely so he could find a way to mass produce it and unleash hordes of powerful Pokemon on the world. Giovanni always had big plans, he just got stopped before he reached the point he got a Legendary or something to that effect.
