I can't just pick one for my favorite so I'll just say that Emerald/OR/AS/B/W/B2/W2 are home to my
favorite set of regional pokedexes. Johto and Gen. II as a whole are home to my least favorite regional pokedex.

Favorite's probably Kalos, because there's something for everyone even early on.
Worst is Alola1. you're swarmed with the same shitty rats and seagulls and basically nothing else

DP has the worst dex by far. It not only has the least mons tied with Kanto, but it also locks many of them behind stupid bullshit like honey trees or the marsh, both of which are entirely luck, and half the ones locked aren't even worth it. Additionally, it doesn't even have all the Gen 4 mons in, which is fucking stupid. There's a reason nearly every DP team is exactly the same.

BW2 and USUM have my favourite dexes. XY has just a bit too much which makes it feel like a fangame, while BW2 and USUM have a lot of options but feel a bit less bloated. USUM does nearly have as many as XY but doesn't shove 10 new things on every route and does the job of adding some cool mons that weren't in SM. Also helps that USUM made the regions represented feel more varied. In SM I felt like I just encountered Gen 1 mons all the time, but USUM has plenty of stuff from 5 and 6 etc.

I like the RBY dex best because it feels right. RSE is a close second because it's least derivative in the early designs, and the later part of the dex has a lot of cool ocean and rare-feeling pokemon, in that way it's even better than the RBY one. My least favorite is Sun/Moon which has too many old fogies pretending to be new and hip and feels tossed together with little consideration.

I feel like the more Pokemon are added the worse regional decks become because they keep tryng to shove as many Pokemon as possible in the game without rhyme or reason.
That being said favorites are rby, rsw and b/w.
Worst probably SM.

BW1's earlygame dex was godawful. By which I mean, it sucked shit before you got the first badge. After that, you were pretty much good for the rest of the games, as long as you pretended Roggenrola/Woobat lines didn't exist.

Going by Pokemon introduced.
My favourite is Sinnoh. Pretty much everything (excluding Ambipom and Lickilicky) is either average, good or amazing. I can easily make multiple satisfying teams in Diamond and Platinum with Sinnoh Pokemon alone.

My least favourite would be either Hoenn or Alola. The former has a lot of problems - too many repeating types (40% of the dex is either grass, water or ground), retarded amount of single stage Pokemon (out of 125 new non-legendary Pokemon, RSE have 21 of them) and generally a lot of average designs. The latter has laughable amount of new Pokemon and many of them are pretty bad.

Well, to be honest, you get to the first gym within first hour and after Striaton you have a good selection.
