They already decided on the new Pokemon character before Gen 6 even came out, which means whatever Pokemon was chosen was chosen before any popularity polls or anything of the sort came to be.
All we have to go in is what Pokemon have received significant marketing. Decidueye has received none (all of the love has gone to Rowlet), Mimikyu and Marshadow are Poke Balls, and Dusk Lycanroc and Zeraora didn't exist at the time.
That really only leaves Incineroar, unless they pull a curveball and add Rowlet.
