Pokemon would be more fun if all the contrived obstacles were removed and if gyms were set to scale by the number of badges the player had rather than having premade levels. Prove me wrong

The first gym leaders strongest Pokémon is almost always under level 15 and dratini doesnt get dragon rage until then.

The Dratini are still spamming Dragon Pulse because it's her TM move plus leaders do often have egg moves and under leveled movesets.

Also I checked in Gen 4 Dratini learns Dragon Rage it at 11.

Unless Dragonair learns Fire Blast naturally then yes Gen 4 leaders used TM moves.

Well, depending upon what you mean by contrived obstacles.

Level design for the map as a whole having inaccessible areas until you find any necessary prerequisites is fine.

Doing away with having story absolutely linked to the gyms etc. is one thing, doing away with anything more than that is to do away with all of the actual content because it would destroy all the puzzles and exploration.
