It's a matter of their implementation in itself - it's not like stats where the game checks constantly and recalculates every time a battle ends so it can be updated; it only checks a single time, when Wurmple is evolving, and then runs with the evolution it got.
Even if a Silcoon or Cascoon somehow changed its personality value (or you found a wild Silcoon or Cascoon with a personality value that wouldn't have evolved that way in the player's hands, which I think is entirely possible), it's still only programmed to evolve by level, not by the "Wurmple method," so it can only be its own next stage - it doesn't recheck or anything.
The actual explanation for a Silcoon evolving into Dustox or a Cascoon evolving into Beautifly is you being wrong about which one you had in the first place, not a bug.
Also, I looked it up and can find absolutely no mention of Wally's Gardevoir being genderless outside of this post. What are you talking about??
