While it is not a false statement to say that it is the most used, there is no evidence to prove that this was an intentional act - GameFreak have been shown to have a less than stellar understanding of their game before with things like special Aegislash.
If you want official formats, then there's BattleSpot. Want to know things that are consistently good in both Battlespot and VGC? Porygon-2, Ferrothorn, Excadrill and Volcarona. I could add some megas or Tyranitar and Kommo-o but those being "pseudos" could be an argument, albiet incredibly weak, that they're only strong because of that even though some pseudos (and legendaries, some of which are even worse) completely fail to reach the same status. None of these are particularly pushed Pokemon, unless you want to count Iris' Excadrill in the anime. That's evidence, even if only a little and unexplored, to suggest that a Pokemon can easily be strong without being shilled. I also highly doubt that Hippowdon (more used than any of these in BattleSpot) or Amoonguss (more used than any of these in VGC) are at the upper heights of Pokemon's shilling ladder.

You can't rely on the statement that it's strong solely because it's a legendary if something like Incineroar, not a legendary, can easily reach the same glory. That would only show that it being a legendary doesn't matter, or any other legendary for that matter if Incineroar trumps them all.
