But also, I want to say that one problem with your initial idea is that it would require the power to go out every single time people try to revive this one kind of fossil, and that would be too big of a coincidence. There would have to be some reason why the power keeps going out each time people try to revive this one species.
I guess one way to get around the problem would be to imply that this species was cursed at some point, and that's why trying to revive them always ends in failure. The presence of curses would nicely tie in to the ghost typing, too.
