Gengar line is high tier, fuck you. Ghost moves being physical was a way to make them powerful against Psychics, who had high Special stat and would have tanked Supereffective special attacks. That was the plan, but in RGB the Ghost typing was bugged.

Ghost moves being physical would have been terrible even if the typing wasn't bugged because the only ghost line in gen 1 has a way higher special attack than attack and lick was the only damaging ghost-type move.

Ignoring the terrible grammar, Ghosts were Physical back then to be Psychic's counterpart, and the only 3 Ghost moves were Nightshade (Which doesn't matter if its Physical or Special), Confuse Ray (A status move), and Lick (literally licking your opponent).

Gengar gets great Special coverage in Gen 1, access to Hypnosis, and if Lick had been effective against Psychics, its ability to Paralyze would have made it a powerful check to the incredibly fast, specially bulky psychic line types.

I can guarantee you that nobody would have used lick in gen 1 even if it wasn't bugged.
The damage is pathetic even when super effective and nobody would have given up that much damage for a small chance to paralyze.
Hypnosis beats lick every time considering how broken sleep is in gen 1.

Sure, but I'm talking about what gamefreak probably intended, not what the actual outcome would be. Sleep was also bugged, or unintentionally allowed to last incredibly long in Gen 1 which is what made it so powerful.
