Not all pokémon are made for battle, mostly are just made strong enough to survive or be the natural predator of another one. It's kinda natural.

Lumineon is the only Storm Drainer with access to Tailwind. It has a niche for sure.
That being said, you can find a niche for a bunch of mons, though things like Beautifly are unsavable shitmons.
