Usually Pokemon with emotional personalities and/or recurring gags stay in their current form. Bayleef, Pignite, and Quilava all stayed as they were.
The Pokemon that are very serious and want to become stronger usually evolve, such as Frogadier, Grovyle, Grotle, and Monferno. Torracat is likely in the latter group.
