Yes because it can't evolve and depending on the game it can be quite potent in-game (early sword dance)

Would you use a pokemon that you stone evolved in this run? You would never have to use a pokemon that can evolve, if you just catch it and use the stone on it. If you would, then it's fine. If you wouldn't and this is a NFE run, then don't.
