Good thing theyre not actual humans. And given theyre the pokemon villains with the dumbest, most shortsighted goals they ARE cartoony supervillains and the designs fit.

Yeah but to a detriment. The clothing was gaudy and the remakes added way too much ridiculous dialogue for them. I'd rather have standard villains instead of villains that both act and look obnoxious.

They're supposed to be human though?
I'm not saying these characters are the best villains in the series or anything, but they do have some character to them, and those characters don't strike me as people that would wear shit like their ORAS costumes. They're never depicted as particularly flashy or anything. The theming with their outfits and the rest of their teams' outfits was more understated, where as in ORAS it's totally in your face and overblown.

Also the huge explosion of fanart the ORAS designs generated should have already told you that people love the redesigns. FFS chubby generic goon Matt had almost no fanart back in RSE.

I think that you don't know much about game-lore. They didn't disregarded them, they used the old design because they are from a similar universe of R/S, not one from ORAS-like, indeed they don't use megastones or primal-evolutions.

And again, the tone of Pokemon as a whole is a lot different than JoJo's, despite GameFreak actively ruining it in the latter games with shonen bullshit and overdesigned characters and stuff

pokemon has always toed this line of not-too-serious and not-too-childish. Ive never watched JoJo so I cant comment on the direct comparison, but just looking at the pic I would say Archie and Maxie's outfits are not as wild as the JoJo outfits. And again, I would say Maxie is not dressed as 'crazy' as Archie is.

At the least, the outfits make sense for their characters, and even add more personality than the RSE ones. You may not LIKE the personality they added, but its definitely more than we got from their characters in RSE.
