At the very least make it so the memories either give a 20% boost to their respective types like the plates do or allow Silvally to access that type's Z-move.

Would an event Silvally with Recover/EQ/Extremespeed/Nasty Plot be enough to save it? I think it really just needs Recover and Extremespeed, that way it has good priority to make up for it's bad speed, then it tanks a hit, heals it off and deals some damage.

A mini arceus with stab espeed would work well in OU. Stab Fire espeed checks scizor and ferro while stab ice espeed destroys lando

Yes, better moves and ability is all it needs. Give it access to Z-moves plus recover and extremespeed and it's UU with some usage on OU teams.
