So i was nuzlocking on a rom of saphire since didnt want to restart my emerald copy. Then on route 116 I ran into a shiny whismur which I would like to be transeferd to my emerald cartridge. Is it even possible to do anything like that

It's really difficult to trade from emulated Gen 3 to an actual Gen 3 cart without injecting the stage. You can transfer to an emulated copy of Colosseum or XD, inject the save file to your Wii using Homebrew, then trade it into Emerald through a copy of Colosseum running on the Wii.
It'd be easier to just open PKHeX and bring the guy up to Gen 4-7 instead.

You can use pkhex to inject it to your save
but first you need a DS with gba support and a flashcard i think there was a way to backup saves of gba games with a DS homebrew
or if you have a wii you can edit a colosseum or a gale of darkness save and inject it then transfer it to the cartidge

OP, your best bet is to look for a GBA flashcart, transfer the rom and save to the flashcart, then just trading it over to the legit Emerald.
