That specific card location style looks very French / German mixed with fairytale illustrations, French and Italian style gardens and Giorgio De Chirico. Wouldn't say Blacephalon French name, Pierroteknik is to exclude as inspiration.
For some reason it does also remind me of the Fabergè eggs and the epoque of the first hot balloons.
Wouldn't be surprised if this art is from the same artist of this card, Aya Kusube. Some artists stick to a pattern in some decks and gens, while other keep their style since the very first cards.
