Have you even played Black 2 and White 2? How come 2 new battle facilities, 5 new towns/cities, "new" villainous team, 3 new gym leaders, completely new story, medal (achievement) system, new routes and hidden areas, considered less effort than literally just a couple of Ultra spaces, 5 new Pokemon and an "updated" story?

The only reason USUM are selling better is because we are currently in the second Pokemania, which started with the release of Pokemon GO.

Gen 5 was too early for its time, releasing at the low point of the series which was Gen 4.

It's S/M that was the real problem, not US/UM. If they'd just held them back a year to make a good game rather than shitting out an anniversary game no one asked for then maybe S/M would've been decent, but outside the story and characters like Lusamine being less shit, US/UM were definitely better.

Should they have existed in this state? No, but they're definitely the better pair.
