I think this is legitimately the worst design for a human character in the series. Calling it bland is too generous, most generic NPC trainers are more visually interesting than this.

The Target Audience for this game is GO Players, people who haven't actually touched the franchise at all and were only on the PokeMania Train so they could be "cool" and Japanese Toddlers.
The Target Audience for Pokemon in general is Japanese Children, but it just so happens that Normalfags are easy to persuade so they throw in some Kanto Pandering for extra sales.

LGPE's target audience isn't only children. Children have been the audience for every game. The audience for B2W2 was the same children that LGPE wants now. The Gofags is the new audience and the reason the game looks like it does.
