Maybe the team ( rightfully ) thinks he's kinda just boring: A ghost with a mischevious face. Even that concept has been pulled off better within Pokemon.

The whole point of Pokeballs is interesting or unique effects (or just repping Legendaries)

GF doesn't tell Sakurai what to put in, it's been stated multiple times that Sakurai has final say over what's included in Smash. They made Mewtwo light to try and mix him up with Ganondorf. Also, he can fucking fly/levitate so it wouldn't make sense for him to feel like dead weight.
Not to mention that Sakurai had some weird ideas about balance in Melee, with stuff like him nerfing Kirby to hell.

They CAN doesn't mean they WILL. Sakurai had decided on Greninja before Generation 5 had even been released and before audience reception towards it was so huge.

The only time it seemed like Sakurai had the final say was with Greninja, and even then we have no idea how the whole thing transpired, we only know he speaks with TPC about current pokemon and receive concept art from them.
I also need someone to confirm this, but is it true that Nintendo owns the right to the first 151 pokemon only?
