On a PC it takes literally five seconds, on cartridge you either need an Action Replay or a Flashcart.
Although I heard that some guys are working on a private DS WiFi server, but no idea if that works yet.

Just buy an action replay or borrow another 3ds and copy of the game. Hacking that way is putting in a lot more extra work vs. buying a cheating device for like 20 dollars.
