Before you get your starter, an NPC unlocks the options for you (along with the Black City/White Forest keys) IIRC

While I like most of Emerald's additions to gym leaders I wish they gave Roxanne an Aron instead of another fucking Geodude, also it's nice that Winona got a Tropius but her Swellow got replaced by a shitty Swablu despite her having an Altaria as her ace
