Decidueye and Primarina got no movie appearances and only a few cameos in the anime. Litten is also the only main cast starter from Alola to evolve at least once, and the fact it has a rivalry with Incineroar indicates it may evolve again.
The manga also has the signature character use a Torracat as well; the female protagonist has a Rowlet, yes, but it hasn't evolved yet.

But Incineroar is getting plenty of that focus right now. Its concept art also has far more detail than the other two final starters, and it is shown using moves that it doesn't use in the games. It's clear Incineroar has been at least considred as the Gen 7 Smash rep. Vergeben also claims his source thinks Incineroar is the chosen Smash rep, and he got plenty of leaks right.
