I wonder if this town is referencing atheism vs religion. Think about it:
In black, you seek truth instead of ideals, and get a cool, futuristic society (maybe referencing how atheism seeks truth rather than following old customs).
In white, you seek ideals instead of truth, and get a nice, old-school society (maybe referencing how religion follows old beliefs rather than seeking out new ones).
Is gamefreak saying that religion is keeping us in the past, and atheism would propel us forward? As an atheist myself I would agree, but I'm pretty sure I'm just over-analyzing.
