Do you not understand the logic here? Sudowoodo is a ROCK humanoid creature, a rock formation, that pretends to be a tree to discourage Water-types from getting close to them. Sudowoodo make Water-types believe that they are Grass-type, and since Water is weak against Grass, prevent those Pokemon from attacking them.
