Models, textures, and lighting for people and pokemon on the 3ds titles were designed very simply. The models essentially had nothing but flat colors for textures and were given distinct black outlines. Lighting in the game was also simple, shadows on the models were just a darker shade of whatever color they already were. The overworld meanwhile was given a lot of detail, both in its models and its textures. All of this was done to give the games a specific style. They made to look as though you were on an adventure in the anime. Even the official artwork we've seen of Gens before Gen VI tried to maintain this visual style most of the time.
Let's Go, on the other hand, seems to be reusing the style for the different pokemon and character models, while tossing out everything else. Textures use more gradient colors and the outlines are removed completely. Combine that with how the lighting in the game is more detailed than the 3DS titles, and it just makes the models look like they're made of plastic. The overworld has a similar problem, unlike the 3DS titles, the models and textures for the overworld are much less detailed. Many overworld textures we've seen so far are almost nothing but gradient colors and the models for trees and other such objects are very simple. So much like the character models, the overworld ends up looking like plastic. It isn't as bad as the character models, but it's still noticeable.
In short, the visuals in Let's Go suck because they completely changed the art style of a series with a very specific art style.
