Grenigger was revealed in the fourth major presentation for Smash 4. Right now we have only had two for Ultimate. Granted we also have less time until release, but more than enough to have room for a Pokémon character.

Gamefreak would've had to bet on Gen 7 inclusions nearly a year prior to SM's launch to get them into smash on launch day (product plan goes back to 2015). If they chose to go for a Gen 7 rep instead of adding another oldgen one, you know it's going to be Incineroar. It got shilled to hell prelaunch, so if they were betting it all a year prior on a single mon, it was that one.

I'm hoping we'll get some reps to fill up Gen 3 or 5 on launch instead of getting fucking Incineroar though. Please daddy Sakurai, don't disappoint.

Owlbro made it into Pokken and proved he could make a viable fighter, but it's unrealistic to expect that he's going to be put in at this stage. Maybe as a DLC fighter down the line, but not before release.

Purely speaking in regards to gameplay, Primarina is chock-full of interesting potential with its bubbles. They could be placed around the level - granting it stage control - to be used as platforms for it to perform acrobatics around and as bombs/traps to detonate upon singing, with the added ability to bat them around using its tail/flippers/a different song based move. Add that to its standard pinniped posing and the fact that it can stand up, which you could allow it to do in an UpSmash/UpTilt, could give it a strong vertical based anti-air niche.
The real thing that puts it down is what would be its running animation, you'd either have to give it a rather long horizontal hitbox when it's on the move which would just be horrible to balance or give it a terribly awkward motion.
