Planning my team for FireRed. I'm torn between Raichu/Vaporeon and Jolteon/Lapras for my Electric and Water types.

Don't use any of them. Might I suggest Electabuzz, Magneton or Electrode instead.
And for your water or ice type try Cloyster or a fossil mon.

I used Jolteon. It has no coverage (outside of 30lv Bite from Eevee) but it doesn't need one. Still, pick Raichu.
Choose whatever you want for the second Pokemon. Vaporeon and Lapras aren't even in my top 3 water types in Kanto.

I used one recently. Didn't evolve it, even though I had Golem and Alakazam as well.

Is it so difficult to use what you like while having a balanced team? It's not a really hard game that needs special setups.
