1) Yes, there will be Pokémon Bank. They want to make money out of that and if someone bought LGPE they'll fall for that scam as well. You won't be able to transfer Pokémon from gen 7.

I'm pretty sure Gamefreak have said that they are going to make Pokebank compatible with the Switch, the whole point in the bank is to keep your pokemon, they're not getting rid of it after 2 gens.

From USM to Gen VIII, yes, it's called Bank and it was the first thing Game Freak confirmed they were working n bringing to Switch, then called the NX. Furthermore, there will be a Bank compatibility for LGEP when it and Gen VIII launch next year, to bring GO-Let's GO caught pokémon to Gen VIII.
