I mean, sure. But let's be real, how do go about designing an ability called "Mega Launcher" and make it so that it only boosts pulse-moves. It makes absolutely no sense. I know, it's their attempt at balancing but, like, there's only five moves that are affected by the ability.

Sure, but you don't even have to buff Blastoise with the steel type, stat redistribution or Origin Pulse. Simply extending Mega Launcher to more sensible moves and giving them to Blastoise would be enough. It wouldn't make him Uber.
