Because in Japan, fathers are often gone 12+ hours a day working while the mom raises the kids. Japan has a strong work ethic as a culture, in fact many there work themselves to death. And since GF is made in Japan, many of their customs and culture are in the games.

Japanese work culture, the dad exists in many of the games. But they're always working. Even Red's dad is mentioned, but again he's never around because he's at work.

Heck from what I recall, often the fathers move to different towns because that's where they have to work, while the mother and children stay at home and the father sends them money.
