I mean, what was the point of taking advantage of the fans' emotional investment in Black if he wasn't even going to have time to actually work on the story he tried to shill with that idea to begin with? All he accomplished with it was to make everyone angry because they had to tolerate that terrible character that is Lack-Two, just for a conclusion that will end quite badly, as you can see in all the contrivances regarding White and the Light Stone.
Hell, the fact N says he has no idea why only Reshiram became a stone again quite implies that Kusaka either forgot or just outright asspulled the whole sequence.
Not even XYZ and its titlebait in the Kalos League screwed their plot this badly.
