Lucky Punch was included in the Space World demo so maybe they were still thinking of ways to let it attack before they gave it an evolution and didn't bother removing Lucky Punch. Or since Chansey became legal for Little Cup in Stadium 2 ("Petit Cup" in Stadium 1) they may have been trying to make it a viable attacking option when playing with that ruleset.
