Porygon's not actually banned btw, it just doesn't show up again because the original format of the show was a limited 80 episode series that had to showcase 151 Pokemon. When the series ended it was renewed indefinitely starting with Orange Islands which has no reason to show a Porygon, and from Johto-onward basic Porygon hasn't really been relevant. Porygon2 and PorygonZ have appeared as background characters a few times though.
