Thunderbolt is a more reliable move should the user choose to use another item. Nature's Madness in tandem with a Tapunium Z can also be used to severely weaken would-be checks Magearna and Jirachi. Similarly, other Z-Crystals such as Ghostium Z can be used to lure in and take out specific checks and counters. The Choice Specs set can alternatively use either Focus Blast or Thunderbolt, as the former inflicts more damage on Heatran and the latter on Celesteela; however, Psychic already inflicts a notable amount of damage on Heatran and suffers from inaccuracy while Thunderbolt is limited to hitting Celesteela for supereffective damage
The next best alternative is Substitute, which takes advantage of switches Tapu Lele commonly forces. Behind the safety of a Substitute, Tapu Lele can hit its next switch-in hard and generally have an easier time predicting and adapting to situations. Finally, Tapu Lele can simply opt to run an all-out attacker set with four attacks, though that fourth coverage attack will usually prove situational over a utility move.
