Plus they probably figured a new type was necessary because if they ever wanted to make a Dragon/Fire or Dragon/Fighting mon, they'd eat through Steel like nothing, hence why they waited until Gens 6 and 7 to add them in.
For Dark, yeah I dunno. My best guess is it was pre-emptive since Dark was resisted by Fighting and Dark (other than Steel, which had to be balanced around Fairy too) and if Fighting became less relevant with Fairy around, Dark might become a problem. So they gave it a Knock Off buff but made it weak to Fairy. If it were me I would've given something other than Fairy or Steel a Dark resist, like maybe Bug or Electric.
