Why does the magma stone control Heatran? What does that even mean? It's just like Kyogre and Groudon, but at least they have backstories.
Heatran is just trying to pull off the "just extremely rare" but also "it's super special with a magic rock", but it just ends up being awkwardly inbetween.
Kyurem worked because of Lacunosa town, and all the creepy lore surrounding it.
Heatran was just "there's some treasure in the volcano, oops it angered the volcano pokemon". This is just a personal thing but I didn't like Buck and I hate those follower sequences in DPPt.

I don't know why you think Mewtwo is popular, but nothing will compare to reading the diary entries in Pokemon Mansion and encountering that same pokemon at the bottom of a gruelling cave.
