>>36434070They weren't really tributes, but more like remakes or they took inspiration from the gen 1 mons, and even then it was like 1/3 at most out of the dex, there was still a big majority that was brand new, also that team rocket member was just a single NPC and was kinda hidden since you had to wait to winter to be able to talk to it, also he's apparently from gen 2.
As for the rest, that was in BW2, which gave up on trying to be it's own separated thing probably because players already had the opportunity to feel a ''brand new'' experience separated from the other games in BW.
