I don't think so
Only Porygon is more cucked and that's for a somewhat legitimate reason (forever related to a seizure-inducing episode, its entire line rarely appears at all to avoid bringing it up again)
Plus Porygon's line gets somewhat more competitive usage anyway and is generally more appreciated
Sure some Pokemon like Dragalge are forgettable, but nothing has been as consistently cucked as Seel and Dewgong

It learns aurora beam at level 35... I would not waste ice HMs on Seel regardless of whether he had ice stab or no. There are better things for them without STAB even.

And too, i think you're taking same type attack BoNuS too much for granted, but i may still be missing the point. Why is STAB necesarry on something below l.50?

Okay, now this is epic. Not to be a competitivefag or anything, but it's been OU in every generation since it's release, has a good ability in Swift Swim, a based design, and relatively well rounded stats on top of being a Water type when they're amazing both offensively and defensively. The only thing that truly fucked it over was the introduction of Fairies, but even still it's still as usable as it ever was. It's as simple as get better at using it really.
