Reminder that the building foundation thing is only there because Kanto is meant to represent real-life Kanto region of Japan during the post-war boom, with Saffron City explicitly being Tokyo.
There's no deeper explanation beyond the cities of the region going through development and expansion. Same reason that Team Rocket are basically just Yakuza and have no real goal beyond making money.
