Arceus & co. should've been uncatchable.
UBs should've had unique type properties like Kartana would have Flying pseudo-STAB (similar to Steelworker) while being weak to Water despite its "actual" type.

Most legendaries should be uncatchable. Pokemon's "you can catch anything" mentality is one of the many reasons the games have stagnated so badly. Even games like Final Fantasy Tactics/Tactic Ogre or Fire Emblem give bosses beefed up stats (even if it's just a little bit in some cases)

They are both fine, I really enjoyed their concepts.
Things that disappointed me are Arceus being event pokemon and that Ultra Beasts are literally legendary pokemon but with different name
