So someone got Sugimori to draw an MD comic. Draw. I don't necessarily think he wrote it. Both would seem to be endorsement of this kind of pokemon world, though. I don't think this is him supporting this kind of world, since it was never his idea. The people of Chunsoft created this idea, not him, he's just making art of it. Even as writing, he would be copying the ideas of others and it has nothing to do with what Gamefreak thinks pokemon is. Even fundamentally, Tajiri made the idea of the pokemon world, Sugimori just made the images for it. It's neat that Sugimori made a comic, but it's promotional material and nothing more.
