the original RGB games have such an odd vibe (caused by the plethora of bugs, disarming simplicity, the lack of understanding of the game, and odd design aspects) about them that it's them by default imho.

later game spooks are fine too but i guess RB just feels more like the cartridge itself is actually haunted by the stolen souls of a generation of children who were hollowed out and replaced with pure consumerist pester power.

I think the old chateau was pretty spooky just from the lore and Easter eggs in it. Also nostalgically when I was a kid my friends would say spooky shit about it so it just made the area spookier

Absolutely this.

There was something incredibly eerie and unnerving about the whole Unknown deal, as a kid it legit terrified me and for some reason I believed something bad was going to happen to my game as I progressed through the ruins.

Mt. Pyre in general for me. I feel that it's the most impressive. The trainer school was nice and I'd put it at second. I liked that it was basically those shitty stories your classmates told you about your school totally being haunted. Also, gastly creating that infinite stair loop was pretty great.

The Old Chateau is very omnious because its shown to you and mentioned by trainers before you can access it, but you can just keep going with the whole game before remembering to backtrack there and enter, and then you find all that weird cryptic shit and you are left with the feeling that it was all always there, regardless of wether you learn about it or not. Something happened there and you can't know exactly what. It's not part of your story.

Chateau and Stranger House were the best. Neither are required so to even bother going there adds to the exploration and what story there is to find plays off your imagination.

Just how RPGs should be outside the main story.

I didn't like the region (I'd personally have rathered the Pokémon had first appeared elsewhere and the slowness of the first games didn't help at all) but Gen 4 really did this well in a lot of respects.

And it was one of the flaws with HG/SS that they tried to force something more than that.

Also it was a nice touch that most of the stories were either just people doing shit and kids misinterpreting it as something else or a ghost-mon dicking around and then the last one being real.

Was it meant to be scary? Just because it is a graveyard doesn't mean it is scary. I would consider the Old Chateau not Lost Tower in DPP to be the scary location.

I would say no. The most unnerving place to me would be the Sealed Chamber.

The Drought music was pretty spooky to me when I was a kid.

I do think the Pokémon Tower is one of the best spooky locales. I mean, you walk into this town and the cheerful music turns into a depressing tune, and suddenly you're walking through a cemetery with people mourning their deceased Pokémon. Such a morbid subject came out of nowhere. Seeing Ghost for the first time was both frighting and intriguing, too.
Anyway... Whose idea was it to put a graveyard in a skyscraper?

I never got what the deal with Lavender Town was, what was supposed to make it scary? I just found the place kinda boring as a kid. Now Ruins of Alph, that spooked me, hell the Dark Cave scared me as well as the Dragon's Den (though that last one was mostly because of the pure earrape the ost was in Gen 2).
