Like I've said before, the Psychic type has always been questionable on multiple levels:
-the 3 Psychic moves it learns, are moves Ho-oh learns as well
-all the lore and info about Lugia talks about storms, weather, the ocean.. while not mentioning anything that would in any way explain or justify the Psychic type.
-it's odd that it is not just a Psychic type, but that Psychic is actually its main type, despite Aeroblast being its signature move.
And with it having basically Mewtwos stats shuffled around a bit, it's clear that in terms of data, Lugia (and Ho-oh) is a recycled Mewtwo, so they probably just felt more confident in making it Psychic and Flying on top of that, rather than stripping it of the epic Psychic type for something mundane and common like Water.
Which is (not just in hindsight) bullshit of course.
My suggestion would be to actually make it Flying/Water

On Lugias side we have Flying as the main type, representing its element (storms), as a counterpart to Ho-ohs element of Fire. This now matches their signature moves of Aeroblast and Sacred Fire.
Now with the secondary type, for Ho-oh, Flying is not representing an elemental aspect, but rather the purely practical aspect, the ability of flight that is just common nature for sky-dwelling creatures like birds.
The same way, Lugia has a secondary Water type to match Ho-ohs Flying type, showcasing it as the "Diving" Pokémon that lives deep in the ocean.
