ok I will put it in easier way
1. add more starters
2. let us chose starting city
3. scale everything and make trainers better, make league just like battle tower, add more trainers on the routes and make them even change on everyday or something
4. add more npcs in the cities, add more mini quests and mini jobs
5. make EV items cheaper
6. this is impossible for him but he needs more pokemon and some should appear only during certain day ect. to make it feel like a real rpg
7.basically rebuild pokemon game just like pokemon prism, hell you can even use gold demo maps to add more locations
basically this should be enough, making open world pokemon game without details won't make it great unless it's size of skyrim
